A Study of Nuclear Semiotics

The year is 10,000 AD. A hungry survivor walks through an exhausted landscape and finds a field of stone spikes tilted in every direction. The structures make the body feel threatened before the mind knows why. A plaque explains that the site contains danger which grows towards a centre, can kill through an emanation of energy, and should remain uninhabited. Other plaques show people becoming sick and dying, although the symbols have lost their meaning.
The scene imagines the problem of nuclear semiotics: how to warn a distant society about radioactive waste that may remain dangerous for hundreds of thousands of years. Classic Aerospace History follows the proposals made for this problem, from concrete markers and pictograms to genetically altered cats and an order of atomic priests. The video treats the subject as a serious design question and as a source of comedy. Its narrator supports nuclear power and says that anti-nuclear activism has held it back, so the account of nuclear waste carries a clear position from the start.
A message for a society that has disappeared
Nuclear semiotics began as a field in 1981, when the long-term risks of nuclear waste had become difficult to ignore. The video places the problem against the history of the technology. High-level waste can last for hundreds of thousands of years. It uses Pripyat, Ukraine, as an example of a place that may remain uninhabitable for at least 20,000 years after the Chernobyl disaster. It also says that modern reactors can reuse much of what earlier systems treated as waste, which makes the older question of permanent disposal harder to separate from the changing value of spent fuel.
The United States Department of Energy had begun studying Yucca Mountain in Nevada in 1978 as a possible long-term repository. The department expected that the country would have more than 70,000 metric tons of spent fuel and high-level radioactive waste by 2015. The proposal met resistance from the public, politicians, and the Native Shoshone population. The repository remains incomplete, and the narrator expects that it will never be finished.
The main design work in the video comes from the Human Interference Task Force, convened for the Department of Energy and the Bechtel Corporation. Sandia National Laboratories published the task force’s detailed report in 1993 under the title Expert Judgment on Markers to Deter Inadvertent Human Intrusion into the Waste Isolation Pilot Plant. The report concerns the Waste Isolation Pilot Plant, or WIPP, in New Mexico. The Environmental Protection Agency handled questions about the waste itself and its storage. Sandia’s task was to consider what might communicate danger to people who would live thousands of years after the repository had been sealed.
The report proposed seven principles:
- mark the site
- make the messages truthful and informative
- use several elements within one marker system
- communicate through several means, including language, pictograms, and scientific diagrams
- provide several levels of complexity within the messages
- use materials with little value for recycling or salvage
- maintain international knowledge of the locations and contents of repositories
The system therefore had to do more than put a sign beside a hole. It had to remain recognisable, repeat its warning in different forms, and resist the temptation to future visitors who might see the stone or metal as a useful resource. The report also assumed that the warning would become less effective as the makers and the intruders grew further apart in time. Historical events become harder to understand once the people who witnessed them have disappeared from living memory. The narrator connects this loss to conspiracy theories about the Apollo moon landings and to the memory of the numbers tattooed on Holocaust survivors, although the comparison is his own analogy rather than a conclusion established by the report.
Four levels of information
WIPP was meant to sit 2,000 feet below ground. Its entrance would be small and plain, and sealed corridors would separate the surface from the waste. That physical arrangement already hides the site. The marker system had to discourage people from searching for an underground entrance in the first place, then explain the danger to anyone who continued.
The report divided the messages into four levels. Rudimentary information would make the site look unmistakably human-made from a distance. Cautionary information would state that dangerous material lay below. Basic information would explain what was there, why it had been put there, when the disposal happened, and who had made it. Complex information would contain records and scientific material for a society able to understand them.
The levels follow a practical order. A future visitor might recognise that a structure had been built before understanding that it was a warning. Someone else might understand danger without knowing what caused it. A technically advanced group could reach the deepest information and learn the chemical composition of the waste, the location of other repositories, the age of the site, and the science behind the warning.
The proposed surface used several layers. A perimeter berm or earthwork would mark the edge of a man-made zone. The earthwork might take the shape of the radiation symbol, if that symbol remained legible, or the skull and crossbones. A ring of granite monoliths would carry linguistic, pictographic, and symbolic messages. A central granite structure would contain the detailed account. Further warnings would be scattered across the site and buried at different depths in case the surface markers failed. Copies of the monoliths would sit in the sealed air shafts. A layer of dielectric material could make the site visible to radar, with the chosen symbol repeated in the shape of the earthworks.
The pictographs were meant to work at a lower threshold of knowledge. Stick figures occur across many cultures, so the report treated them as a reasonable starting point for a post-industrial society. A sequence could show a person approaching a barrel, touching it, receiving the danger in their body, and becoming ill or dying. Other sequences would show how the repository had been built and filled. Dots in the corner would mark the passage of time. Constellations in the sky could help a future observer estimate the age of the image, assuming that astronomy had continued and the relevant stars remained recognisable.
This is a communication system designed around partial understanding. It does not expect one perfect symbol to survive ten millennia. It repeats the warning through architecture, text, bodily scenes, scientific records, and the physical difficulty of reaching the waste. The whole arrangement accepts that every channel can fail.
Menacing architecture
One group in the report used the word “menacing” for designs that would affect the observer before the observer could read anything. The intended message was a piece of land that had been poisoned, destroyed, and made useless. A black hole design would place a broad circular slab of black basalt at the centre, describing an immense void where land had been removed from use. Another proposal used exploded and piled stone. The video compares it to the ruined landscape at the end of Carrie, which gives the proposal a cultural reference that the future visitor would certainly lack.
The spike field is the most memorable design. Large irregular forms would jut upwards and outwards, making the site look as though it had been filled with shapes that hurt the body. From a distance, the spikes would seem difficult to enter without being stabbed. Inside the field, they would crowd the visitor, block the horizon, and make the place feel detached from ordinary time and location.
The narrator connects the design to a 1963 surrealist painting, The Morning Visitor by Dino Buzzati, in which a man represented by a spike-shaped entity assaults and deforms a woman. The comparison is disturbing and the video warns viewers before making it. The point is that spikes can suggest stabbing, violence, and harmful change without an explanatory caption. The design also recalls the Forbidden Zone in Beneath the Planet of the Apes, where an irradiated former human city survives beneath the surface, and it later appears in Fallout 76 as a waste site influenced by the Sandia report.
Another proposal used forbidding blocks. Irregular blocks would form a maze with five-foot streets between them. Visitors could enter, although the streets would lead nowhere and remain too narrow for housing or farming. The space would look planned and human-made whilst staying crude, uncomfortable, and useless.
The rejection of regular geometry carries its own argument. The report asks designers to avoid the ideal forms that human beings use to express precision and value: squares, cubes, circles, spheres, and pyramids. Fine workmanship tells people that an object deserves care and reverence. The waste site should communicate the opposite. Its structures would be expensive and difficult to build, yet they would deliberately refuse the clean forms associated with human ideals. The engraved messages could remain precise because the information needed precision. The surrounding architecture would say that the land itself had no value.
The deepest rooms would carry the complex information. A society capable of reaching them would already have the tools needed to understand more advanced scientific material. Maps could show other repositories. Astronomical calendars could help establish the age of a site. A periodic table and descriptions of the waste’s chemical composition could explain what had been buried and why.
Ray cats, blue trees, and the atomic priesthood
The Sandia report continued a longer discussion about oral transmission. The Human Interference Task Force considered the possibility that knowledge of radiation could pass through generations as a cultural memory. That line of thought produced the “ray cat”.
In 1984, philosophers François Bastide and Paolo Fabbri proposed a genetically altered house cat that would change colour or glow near radioactive material. The cat would become a living detector. Its purpose would enter folk knowledge, so people would learn that a changing cat meant “leave”. The proposal sounds absurd because it asks a biological species to carry a technical warning across the collapse of civilisation. The video still treats it as a useful test of how future people might interpret a familiar thing that has acquired a strange ritual function. The Raycat Solution Movement, founded in 2015, takes the idea seriously.
The French nuclear waste agency Andra held an art competition in 2015 for new long-term warning systems. Alexis Pandel’s Forgotten Prometheus won first prize. It proposed land art shaped like a scar, a wound that never healed. Second place went to genetically modified trees with an uncanny blue colour, supported by an oral tradition that would associate the trees with danger. Third place went to a children’s song intended to preserve the warning through repetition. The video adds a useful qualification here: the common claim that “Ring Around the Rosie” preserves the memory of the plague is a modern myth without evidence. A song can carry information across time, although its original meaning can disappear long before the tune does.
Thomas Sebeok, a linguist who worked with the Bechtel group, proposed a more organised form of cultural memory: an atomic priesthood. Religion has carried knowledge through long periods of political change, so a priestly group could preserve the history, infrastructure, and science of nuclear waste through ritual, allegory, and superstition. The proposal resembles Walter M. Miller Jr.’s 1959 novel A Canticle for Leibowitz, which follows a Catholic monastery in the American Southwest as it preserves fragments of scientific knowledge after a nuclear war.
The novel also supplies a warning against the proposal. It ends with nuclear bombs falling across the world for a second time. An institution can preserve knowledge whilst also preserving the conditions that allow the old disaster to return.
Sebeok’s version becomes stranger when the video follows its political implications. An atomic priesthood would need real power, government funding, and seats on councils that make policy. Its members would guard the technical knowledge of radiation whilst surrounding the subject in ritual and myth for everyone else. The uninitiated would receive a cultural warning, while the priesthood alone would understand the science behind it. That turns a communication problem into a class system. The plan asks a society to hide knowledge in order to preserve it.
Satellites, plants, and deeper doors
Science-fiction writer Stanisław Lem suggested two further channels. High-altitude satellites could transmit a continuing warning from orbit. A geostationary satellite at around 35,000 kilometres could remain in place for centuries, although the plan would require the satellite to keep working and a future culture to retain the ability to receive its messages. Lem also considered launching waste into space. The narrator dismisses that option through examples of old spacecraft stages that have returned to Earth decades later.
Lem’s information plants would be seeded around waste sites. Their DNA would contain the warning, allowing the plants to renew themselves as generations passed. The problem arrives at the point of reading. A society that has lost the knowledge of nuclear energy may lack the knowledge needed to decode DNA. Even mathematics, which often presents itself as a universal language, requires a culture with the tools and habits to interpret it. Lem admitted that his proposals had flaws.
Emil Kowalski, a Swiss physicist, proposed an approach with less semiotic ambition. The site could use successive barriers with increasing levels of difficulty, so that only a society advanced enough to detect and understand the waste would reach it. The doors would filter out people who could enter physically yet could not recognise the danger. This is a simple argument for making the waste inaccessible rather than making the warning eloquent.
The Onkalo spent nuclear fuel repository in Finland follows a related idea. The facility uses the KBS-3 method. Spent fuel remains in intermediate storage for 30 years, then goes into cast-iron canisters, which go into copper canisters. The double containers are placed in clay 500 metres below a layer of crystalline rock. Once the repository is full, the drilled passages will be sealed. The site lies in a remote area with few natural resources, so the hope is that later societies will have little reason to dig there.
Curiosity against the warning
The narrator doubts that any warning system would work for long. Human curiosity makes a direct prohibition attractive. People enter Egyptian tombs despite curses, explore caves marked as dangerous, and climb through barriers around power stations. The video recalls the proposed raid on Area 51, where thousands of people said they would enter a site known for severe trespass rules. A warning can become an invitation to investigate.
Historical examples show how a clear message can fail even when its language survives. Six centuries ago, people in Japan built tsunami stones to mark a safe elevation below which houses should not be built. Many people ignored them. When the Tohoku earthquake and tsunami struck in 2011, the Fukushima nuclear plant stood below the level marked by the stones. The video calls this one of several failures that contributed to the disaster. A warning can remain in place and still lose its authority.
Translation creates a different problem. Silbury Hill, a large chalk and clay mound built in Wiltshire around 2400 BCE, remains unexplained. It may have represented a folk story or raised an elite group above the surrounding land, although the reason for its construction is unknown. The Palette of King Narmer, made around 5,000 years ago, is widely read as a depiction of the unification of Upper and Lower Egypt. The interpretation remains uncertain. Tamil is described in the video as the oldest spoken language still in use, at around 5,000 years old. Older languages have disappeared.
The future would inherit thousands of signs, maps, warnings, and monuments whose meanings have already vanished from the present. A message intended to work for 10,000 years would have to survive longer than many of the languages and institutions that now seem permanent. The video’s answer is blunt: the warnings probably will not survive.
The waste may become a resource
The final question concerns the need for permanent disposal. WIPP and Onkalo were designed around an older nuclear system in which spent fuel counted as waste. The video says that spent fuel still contains 94 per cent of its original energy content. Breeder reactors could use the fissile uranium and plutonium in that fuel, using neutrons from the reaction to produce more fissionable material from more common forms of uranium and plutonium.
From this point of view, sealing the fuel away forever could remove a future resource from reach. The claim belongs to the video’s pro-nuclear argument and requires independent checking against reactor designs, fuel cycles, and the economics of reprocessing. The question still changes the design problem. A marker that warns future people away from the repository could keep them safe, although it could also stop them from recovering material that a later technology can use.
The narrator then turns to Chernobyl. The RBMK-1000 reactor was designed in 1968 and had serious instability problems. Its emergency shutdown system could leave a delay before backup generators supplied cooling, so operators designed a test that would keep the reactor spinning for a few seconds after shutdown. Delays meant that a less prepared team carried out the test. A lapse in safety standards and human judgement produced an extreme power spike, steam buildup, and a chain reaction that destroyed the reactor.
The Soviet government worsened the disaster by suppressing information and downplaying its severity. The video’s conclusion is that Chernobyl shows the cost of old technology, poor safety practice, and political secrecy. It then turns that conclusion into a crude joke about communism before admitting that it is joking. The joke is part of the channel’s tone; the historical claim remains separate from it.
The video places the anti-nuclear movement before Chernobyl, beginning in the 1960s and growing after protests stopped a proposed plant at Wyhl in West Germany during the 1970s. It says that the movement also benefited from fossil-fuel funding. The narrator names the Rockefeller Foundation, a committee of concerned scientists, the American Petroleum Institute, the Pennsylvania Independent Oil and Gas Association, the Marcellus Shale Coalition, Shell, Statoil, and Atlantic Richfield. He also names the Sierra Club, Environmental Defense Fund, Natural Resources Defense Council, and Greenpeace as recipients or advocates in this account.
Those funding claims are presented quickly and without a bibliography. The note keeps them as claims made by the video. They do not establish a general explanation for anti-nuclear politics without checking the organisations’ records, the dates, and the purposes of each grant.
A plain sign beside a dead town
Wittenoom in Western Australia gives the video its closing comparison. The town is covered in asbestos dust and has no residents. It may remain dangerous until years of cleanup make it habitable. The narrator compares its future to Pripyat’s, then points out that Wittenoom carries no radioactive symbol. It has no spike field, no granite monoliths, and no monumental system designed to frighten a visitor from the future. It has a metal sign written in ordinary English. If civilisation ended tomorrow, that sign would probably fail to warn anyone.
The comparison returns the problem to design. Nuclear semiotics is built around the fear that a familiar warning will lose its meaning, so it reaches for architecture, ritual, genetics, astronomy, and biology. Wittenoom shows the opposite case: a real danger can sit behind a small sign because the danger belongs to the present rather than to a geological timescale.
The narrator says that nuclear power has acquired an undeserved fear, while acknowledging that disasters become severe when old systems and bad decisions meet. He describes nuclear semiotics as overblown, based on wrong data, and slightly cult-like. He still finds the field fascinating because it asks how one society could speak to another that has forgotten its language, institutions, and science.
The opening survivor ends with the narrator searching for a pickaxe. He wants to know what lies under a black circle of marble in the desert. The plaque has failed to suppress the most basic response to a sealed object: curiosity. The field of nuclear semiotics becomes a practice run for a future communication problem that the video thinks we may never need to solve, although the exercise exposes the limits of our own confidence about what survives.

This note follows the video’s narration and English captions. The captions cover the full spoken programme, although automatic transcription can mishear names, measurements, and technical terms. The video supplies no chapters, bibliography, or links to the studies and reports behind its figures.
